High professional police performance can be considered as prevention measure for any kind of upcoming conflict scenario. The value of conflict prevention can be increased by the improvement of collaboration and cooperation involved security agencies. The Collaborative Policing Course (CPol) is to enhance the knowledge base, skills and technical competencies of middle managers working in the operational level police officers and practitioners in the performance of their reform duties in their respective countries. Strengthen operational level competency through training in collaborative policing by focusing on security agencies, border security management, policing reforms, civil-military coordination, protection of civilians as well as other cross-cutting issues such as sexual exploitation and abuse (SEA), gender abuse and other security-related vulnerabilities.

Le cours de planification opérative, qui se déroule en langue française, vise à renforcer les forces de maintien de la paix de la sous-région en favorisant la compréhension des principes et des procédures de planification des décisions (niveau opérationnel) et la conduite d'opérations de soutien de la paix (OSP) régionales multiformes et multinationales.

Course Rational

The main aim of civilian, police and military peacekeepers training is to provide participants with realistic insight on the conceptual and institutional frameworks of multidimensional PSO, cross-cutting issues and an overview of core functional areas, in order to increase the efficiency and effectiveness of all the components in a multidimensional PSO. For pre-deployment training, the main aim is to equip participants with knowledge and skills required for successful mandate implementation in missions. Component pre-deployment training is also aimed at turning professional capable officers into competent peacekeepers.

Peace Operations constitute a major intervention tool for the international community in the management and resolution of conflicts and for maintanance of peace and security. This is particulary the case for the UN and regional organisations. Within the Afruican continent, the AU and Regional Economic Communities and Regional Machanisms (RECs/RMs) such as the Econimic Community of West African States (ECOWAS) ose Peace Operations to manage and resolve conflicts.
Engagaement in PO also constitutes a major foreign policy stands for Ghana, which obliges the nation contribute to UN, AU and regional interventions. This has implications for the Armed Forces and other institutions for which PO is now a key role.

The changing nature of armed conflicts has resulted in an increased civilian-combatant interface, to the extent that contemporary conflicts have been referred to as 'wars among the people'. Civilian populations bear the greatest brunt of today’s complex and intractable conflicts. This changing nature of conflicts has necessitated both doctrinal and operational shifts in peace support operations.

Protection of Civilians has increasingly become an integral component of contemporary peace operations. Emerging international support to the “responsibility to protect” norm notwithstanding, peacekeepers and other actors involved in peace support operations are often not adequately prepared or trained to deal with the daunting task of civilian protection agenda.

The aim of this course is therefore to enhance the capacity of participants for the effective implementation of POC mandates in Peace Operations, in order to mitigate the effects of conflicts on civilians.
